    Is there a requirement for the Contracting Officer who appoints a COR to have a warrant equal to or greater than the dollar amount of the task order award?


    Answer

    There is no policy at the DoD level (or Service level for that matter) which requires the KO appointing the COR to have a warrant equal to or greater than the dollar amount of the contract action.
     
    Although we doubt it, there is a small possibility that you may have a local or even MAJCOM (SYSCOM or MACOM for Navy and Army respectively) policy which mandates that the KO signing the contract action “shall” also be the one who appoints the COR(s).  The existing DoD policy and guidance covering the COR nomination and appointment process was designed to eliminate the need for such a restrictive policy on warrant thresholds.
