Do both programs have to be covered under the same J&A to be able to award them under one contract
The submitter mentioned that similar missiles, different variants, two different program offices, built by the same contractor. The contractor has consolidated manufacturing of the variants of the missile under one production facility. Each variant has a separate J&A. The plan is to consolidate two contracts into one contract, since the contractor is the same, and the fixed cost would be shared through some allocation method, among both variants. The long-term startegy is to have one J&A. However, for the short-term, can there be two (2) J&As on the same contract? The answer is yes. One J&A can accomodate one CLIN(s) and sub-CLINs another J&A can accomodate another CLIN(s) and sub-CLINs.
