    Can I request the labor cost to be itemized on a construction project ,by way of clarifications

    We strongly recommend that any issue related to labor cost/labor mix to get additional information be held for discussions.  The likelihood of the response to a question about more details on itemized labor being something that affects a change in the proposal effectively puts your source selection team in discussions before the Source Selection Authority has authorized discussions. 

    Your team needs to decide if the offeror in question otherwise appears to be in the competitive range or not.  If so, bring that offeror into the competitive range and once in discussions, you may ask the question through a Discussion Evaluation Notice (ENs).

    You do not need to ask this question of each offeror in the competitive range.  Your ENs are tailored to the issues of each offeror's proposal.
