    DOES A 3-MONTH SCHEDULE DELAY (on an ACAT III program) QUALIFY AS AN APB BREACH/DEVIATION?

    Although there is no specific guidance in the DoD 5000.02 regarding breaches and deviations for ACAT III programs, using the more stringent requirement for MDAPs (ACAT I) does not really get you a straight forward answer to your question as to whether a breach or a deviation on your program occurred. However, each Service and/or Agency does it slightly differently and  follows its own process and procedures.  I would also suggest that you look across the USAF (or other Services) portfolio of programs of similar type, size, and complexity and review those APBs for examples/items that may suit your needs.  In your case, it appears that the schedule slip impacts the scheduled IOC - a requirement established by the warfighter. I would recommend negotiating with the Warfighter's representative, the PM, and the MDA for establishing the new requirements for all acquisition documentation, including a revised APB and make sure you record that agreement in an acquisition decision memorandum.
