    is there a regulation or something that outlines our responsibility as a Government to be present when a contractor is in one of our facilities, or is it okay for them to be alone in our buildings without any Government employees.

    We found no specific regulatory guidance regarding the question.  But it is standard practice that contractors are not to report to government facilities if government employees are not there.  As an example, if the government closes a facility for weather conditions, support contractors should not report.  The contracting officer will need to handle, in accordance with the terms of the contract, the impact of this inability of the support contractor to report to work.
