    What are the reasons why a DCMA Property Administrator would submit a recommendation for a Post Award Orientation to the ACO in Contract Receipt and Review?

    Per DCMA Instruction 118; "DCMA employs a risk-based approach to documenting the CRR process." Per DCMA Instruction 124 the PA will " submit a post-award orientation recommendation (if warranted) to the Contracting Officer, including rationale and recommended type of orientation (DCMA-INST 118.)" One reason that Instruction 124 provides is that if the new award is to a new contractor the PA shall  request policy and procedures of that contactor's property management system. A new contractor would have a higher risk than an established contractor with an established record, as such the DCMA PA would increase the risk rating for the new contractor and recommend a Post Award Conference.
