    Should an agency aggregate the value of multiple and prior approved LSJs or JOFOCs, and combine the amount, with the original contract value to determine the approval threshold/level for the current LSJ or JOFOC; or conversely should each LSJ or JOFOC be processed as a stand-alone justification with respect to determining the approval threshold/level needed for the LSJ or JOFOC?

    This response is based on the information provided.  We suggest you discuss with your contracting officer and/or legal department as appropriate. 
     
    When presenting information/posing a question it is better to spell out acronyms.  We do not know what your acronyms refer to, they are not common beyond your agency.  We are going to assume LSJ and JOFOC refer to justifications to take a particular contract action.
     
    If that is the case, the justification approval is based on the new total value, not simply the additional value.
