Since the additional membership for an individual is below the micro-purchase threshold is there any prohibition against using the GPC as opposed to modifying the contract?
The answer likely comes down to whether or not the new membership is a new or "stand alone" requirement or if it would actually increase the scope of the initial requirement. If the latter, then the original contract should be modified. Before you use the GPC to purchase an individual membership, please coordinate with your Authorizing Official. The Government Accountability Office has historically held that individual gym memberships are individual expenses and should not be funded with appropriated funds. However, group or organizational memberships are authorized by statute. Your example falls in between those two rulings. As a result, I recommend you also discuss the matter with your servicing general counsel.
