How should funding on this type of contract managed? Is it at the overall DO level or at the TTO level? If I do not have funding beyond a certain date for a TTO, but have funding for the overall DO, does the contractor have a basis for stopping work on the TTO that is out of funding?

You must follow the rules of engagement established in the contract, assuming the contract was properly formed. If you issued a delivery order with funded CLINs then payment is directed by delivery of the CLIN which we assume is the equivalent of the TTO. Thus if funding at the CLIN level has been exhausted, then additional funding needs to be added to that task. It can come from additional funding not on the contract or from another CLIN whose dollars and, at least theoretically, work scope is then reduced.
