Is the ACO authorized to direct a contractor to submit interim cancelling funds vouchers using the proposed final direct rates, or must the DACO authorize this action?
One of DCMA’s mission is to prevent needed at risk funds from cancelling. DCMA encourages contractors to bill before the funds cancel so in the future replacement funds will not be needed from current appropriations to pay old bills.

The ACO authorizes the contractor what rates to use for billing purposes (i.e. billing rates) and so the ACO can direct the contractor to use the proposed final rates to bill for the funds that are at risk of cancelling. The ACO should consult the DACO before taking this action; the DACO might have information that the ACO is not aware of.
