On a "C" type contract, do CDRL's and PWS/SOW have to be over arching, and require a revision to the main attachments of the contract? If not, how would they be put "on contract" and not be incorporated in the attachments?

This could be considered more a business advice concern than a compliance question. While it is possible to create individual "packages" for each ESM, it is not likely desirable. Doing so would make reporting and management much more cumbersome. Generally, the intent of the PWS and CDRLs are to provide status on the health and progress of the program. To break that up into parts leaves more opportunity to overlook something. A sensible compromise might be to consider tailoring the CDRL submissions so each ESM is addressed individually and if nothing is to be reported that period, then no report would be necessary.
But the contract should have a single PWS for all intended work and CDRLs applicable to the contract in total.
