    6. FAIR OPPRORTUNITY TO BE CONSIDERED IAW FAR 16.505(b)(1), for any order exceeding $3,000, orders exceeding the simplified acquisition threshold, and orders exceeding $5 million, the ordering contracting officer shall give each awardee a fair opportunity unless one of the exceptions to fair opportunity applies. Exceptions to Fair Opportunity As provided in FAR 16.505(b)(2)(i) the ordering contracting officer shall give every awardee a fair opportunity to be considered for a delivery-order exceeding $3,000 UNLESS one of the statutory exceptions identified under FAR 16.505(b)(2)(i) (A)-(F) apply. Should this apply, a justification for an exception to fair opportunity shall be in writing and will follow the guidelines identified in FAR 16.505(b)(2)(ii)(A) or (B). DFARS 216.505-70 provides guidance if only one offer is received. Orders Under Multiple Award Contracts In accordance with DFARS 216-505(70), if only one offer is received in response to an order exceeding the simplified acquisition threshold that is placed on a competitive basis, the contracting officer shall follow the procedures at DFARS 215.371.
