If the contracting specialist is a contractor, this would not be allowable as the resource advisor who certifies funds (color of money, year, and amount) is considered Inherently governmental.

If the contracting specialist is a government employee and certifies funds (color of money, year, and amount) they would need the appropriate certification and training to do so.
l no not see where being a contracting specialist having a collateral duty as a resource advisor is considered a conflict of interest.
