Can we perform the tasks (related to RFQ) outside the USA?
Answer
Simply, yes, services can be performed outside the United States. With that said, you must ensure that you have the proper clauses in the contract. Being that it is under SAT, some statutory requirements may not apply. You should consult your FAR and agency supplement in order to review the requirements. Your RFQ should state whether or not you allow the services to be performed OCONUS; you may need to revise your RFQ.
