    Can the FBO posting of the DRAFT RFP be utilized as the Synopsis?

    Answer

    A great way to engage with industry, draft RFPs are typically issued under FAR 5.204(c) Special Notices.  Synopses should be prepared and transmitted via the GPE in accordance with FAR 5.207 and be published for at least 15 days before the issuance of the final solicitation.  Associating the two notices on FBO is advisable in order to have a record of all the notifications to industry in one place.  However, releasing a Draft RFP does not take the place of a formal notice of a proposed contract action under FAR 5.201.
