Assuming that your program has not fully transitioned to sustainment, there are two documents that always need to reflex your current status--the Acquisition Strategy (AS) and the Acquisition Decision Memorandum (ADM). These two documents should always define the program. The AS is an operational agreement between the MDA and the program manager and should always be kept up to date. The MDA uses the ADM to authorize activities within the AS such as entering a new Acquisition phase, entry and exit criteria, or to authorize new quantities and modifications. In short, these two documents provide "permission to operate" for a program and the limits for these operations.
