    Is the work to replace the door covered under the service contract labor standard (SCLS formerly know as SCA) or this considered construction?

    When in doubt we can check the FAR Part 2 definition for construction, which "...means construction, alteration, or repair (including dredging, excavating, and painting) of buildings, structures, or other real property."  The primary purpose of the Government requirement in your situation is not to construct, alter, or repair a building but rather to install a door. While it is ultimately a contracting officer decision how to categorize an acquisition, the primary purpose of this acquisition does not place it under construction. On a secondary note, the Service Contract Labor Standards apply to service contracts over $2,500.  Doors range from office doors to aircraft hangar doors, but if your requirement is closer to the former instead of the latter, and the quote for installation is over $2,500, it may merit a closer look.
