    Where can I find the 5400-111a or its replacement.

    Answer: We were able to get a copy of NAVSEAINST 5400.111a, and it is still current. TDA is not mentioned in the instruction. Since the instruction revolves around Technical Authority, we believe the abbreviation TDA was probably for Technical Design Authority, which has been replaced with just Technical Authority.
     
    Since we had to have someone inside the NAVSEA community pull the document from their portal, we are not comfortable sharing it outside of the Department of Defense directly.
