    The answer to your high level question is no. There is no DoD policy that requires the government to disapprove staff transfers from one contractor to another on active contracts at the same facility. However, there are certain contracts that have Key Personnel. In most of these instances, the contract will state that the contractor must gain the Contracting Officer’s approval prior to a staff replacement. In either case, the contract will state explicitly the terms and conditions of the Key Personnel.
     
    The government does not, however, meddle into the personnel actions of its prime or subcontractors. The time it would take to perform these types of Human Resource personnel actions would consume too many government resources. The government leaves these types of decisions up to the contractors and their internal policies.
