    For simplicity, let's use the first one on the list which is 52.202-1, Definitions. If I use the technique taught in the training video and filter out the blanks for FP contract type, then break down further by SVC; the row will be hidden as to not include. However, the argument is that it says to insert clause 52.202-1, Definitions, in solicitations and contracts that exceed the SAT. Am I understanding that unless the clause states that it is for commercial items specifically, it can be assumed that it is not required. If I filter by FP, Commercial SVC, and SAP, then remove the clauses that are included in the -5, that leaves 205 clauses to go through; which seems too easy. Also, looking at past contracts for similar requirements; there is a huge difference. If I don't filter down and take out the blanks for commercial service or supply, I am left with about 1200 clauses to go through. It is still easier than the FAR matrix, but I want to make sure that I am utilizing the matrix in the best way.

    FAR 12.301(d) states: "Notwithstanding prescriptions contained elsewhere in the FAR, when acquiring commercial items, contracting officers shall be required to use only those provisions and clauses prescribed in this part." Thus, if a FAR provision or clause is not prescribed in FAR part 12, the FAR doesn't require it in a solicitation or contract. FAR 52.212-4(e) already incorporates the definitions clause, which is why the entries are blank in the commercial item columns of the matrix for FAR 52.202-1.
