    Is it permitted to Commit funds for the events prior to having final cost estimates and/or fully approved 1144's?

    This response is based on the information provided.  We suggest you discuss with your contracting and finance team, program manager and/or legal department as appropriate.

     

    From a contracting perspective, no contract action should be executed obligating funds until all terms and conditions of the agreement are firm.  We are not clear on the method (contract vehicle) you intend to use to obligate funds.  From the Question Background, we assume your team is using a contract vehicle form another agency.  You are waiting for your internal customer to complete the details of the test event (on a DD Form 1144) before you transmit funds (via DD Form 448 MIPR).  Committing funds is an internal reservation of funds and can be committed before having final cost estimates.  But if you mean, "Can we transfer/MIPR funds to the other agency before having final cost estimates?" we would not recommend it.  Once transferred, you have lost control of the funds.  You ma.y transfer too much or not enough
