We see nothing that explicitly prevents that action, nor do we see anything that encourages it.  The nature of A-E contracts being what they are, it would makes sense to publicize as required before releasing the synopsis.  As you well know, the intent is to get the best capabilities and giving the industry an opportunity to respond may enable us to find someone our market research missed.
