    When the PWS or the contract cites an Army Regulation does that mean the contractor must follow everything in the Army Regulation? or does he follow only the part cited in the PWS that states the contractor shall do this action IAW ARXXXX?


    Answer

    When a PWS or a contract cites an Army Regulation, the contractor is only bound by the part/subparts, that are applicable to the regulation.  No contractor would ever be bound by every part of the regulation on any type of contract. We administer contracts through FAR clauses. The contractor will be bound by the contract - not the regulations. Federal & DoD contractors are not bound by the regulations. They are only bound by the regulations through terms and conditions stated in the contract.
