The DoD 5000.2 states that an APB is a Statutory requirement for MDAPs and a Regulatory requirement for all other programs beginning with MS-B and updated at all milestones and decision points after that.  WIth regard to technical refreshes, the APB is still applicable post MS C.  Most organizations handle tech refreshes as modifications and align almost like spirals with individual strategies embedded into the overall effort.
