Does the contract has to be extended for the purpose of closing it out and return GFP to government ?
Or the contractor can just assist in close out return the equipment and bill the government for the cost ? using the money left on the contract.

It should not be an issue to have the contractor return the GFP even though the contract has expired on paper. Certain responsibilities between Government and contractor continue even after contract expiration, such as Government payment of final settlement costs.
