    What are the DOD contracting officer’s responsibilities with regard to the use of commercial and non-commercial services?

    That is a very general question, so only a very general response can be given in this forum. The primary responsibilities of the contracting officer are to: 1) Determine if the service meets the definition of a commercial item at FAR 2.102; and 2) If the service meets the definition, acquire the service using the procedures at FAR Part 12 (Acquisition of Commercial Items). The preference is to acquire commercial services, but if only a non-commercial service can meet the Government's need, the contracting officer must follow the procedures of the applicable FAR parts, (e.g., Part 13, 15, 22, 37, 46).
