Are their examples available of one that could help identify the way to process an action with local governments?
Treat local and state governments like you would a contractor, except for some special rules with regard to cost principles and clause applicability. FAR 13.302-5(a), states "each purchase order (and each purchase order modification (see 13.302-3)) shall incorporate all clauses prescribed for the particular acquisition. If the FAR does not prescribe any special rules as it relates to the applicability of a clause to state and local governments, then there are no special rules.
