    Is the FFP-LOE contract type appropriate for acquiring intramural research support services? Our reading of FAR 16.207 provides for the FFP-LOE contract type. Due to our requirement being commercial in nature, the RDT&E funding will be provided incrementally, and the customer has a good historical estimate of the level of effort required, we believe the FFP-LOE contract type would be a good fit.

    Far 16.207 mentions using FFP-LOE when the work can only be stated in general terms.  It also says under application using this contract type is suitable for investigation or study in a research and development area. I do not know the history of when FFP-LOE was added as a contract type that may be used by the Government, but it very well could have been a situation similar to yours.
