It's often useful to view such questions from the perspective of a potential losing offeror, i.e., "Was the winning offeror provided with a competitive advantage by having their additional document included in the Government's evaluation?" There's no clear answer to this question. However, why take the risk? There is nothing to gain by including the additional document in the evaluation. If the Government needed a summary, it should have asked for it. However, there is something to lose...a potential protest.
