You need a properly trained Contracting Officer's Representative (COR) to administer the contract. Since you have no project scheduled you do not need a COR at award, but that is not prudent. The COR should be ready in advance of a project and can help in the planning stages depending on the project and the COR skill set, which should be in alignment.
