FAR13.104 states, “The contracting officer must promote competition to the maximum extent practicable”

My interpretation of the FAR concerning multiple BPAs is to compete the calls. In AFARS 5113.303-1-90 General. It is preferable to have multiple BPAs for similar items and to establish prices using reverse auctions among BPA holders.
AFARS 5113.303-6(i) is not telling you how to make calls, it is talking about the review process, making sure individuals are using BPAs properly. AFARS 5113.303-6(i) does NOT give carte blanche to rotate BPA holders regardless of price.
