    I am interested in finding out if it is legal to charge a tax on customer PWDs/1095s prior to them being awarded on a MOD as this is something my center is apparently trying to implement. It bothers me because the documents are written up specifically for contract support and I can't figure out how it is legal to charge a fee/tax to the direct cite funding document.


    In general, the fee is levied by an office that is accepting contract support requests fro outside thier agency or command. They are levied to pay for the support provided and to account for their own administrative burden costs.
