It would require a bilateral modification, agreed to by the contractor. Another possible consideration is whether a FAR Part 6 J&A is needed if the scope of the contract was determined to change due to the accelerated performance/delivery schedule. However, if the overall number of users to the contract is expected to remain the same, a case could be made that the contract scope would not change. That is a determination the contracting officer needs to make and document.
