    Without knowing the relationship between next Generation Forward Looking Infrared (FLIR) and the Enhanced Night Vision Googles-Binocular (ENGV-B), I would read the notations as being independent of each other.  The title of your question – parent level Line BTR - seems to suggest a relationship.  Recommend you consult your higher level Budget office to get a definitive reading.
