    If the contractor discovers an error that the government also missed on a past ICS, can the ACO open the ICS back up to make the amendments?

    Yes. Generally speaking, if an action is not specifically prohibited (e.g., by the FAR, DoD FMR, policy letter); if it makes good business sense; and if it protects the rights of all parties, then it's likely permitted. Subsequent information revealed that this contract was not yet administratively closed, so I see no reason that the Incurred Cost Estimate cannot be corrected.
