    The 5000.02T pg 50 states "A memorandum documenting the certification and determination elements is a Regulatory requirement at Milestone C if “C” is program initiation." Is there an example of this available? What does documenting the elements entail in this case where a previous 2366b hasn't been completed?

    You didn't mention if this was an MDAP.  I assume it is given only 2366a & b certifications are required for MDAPs and you referred to a 2366 certifications in your question.   I'm providing you these websites for you to search.  I also included one MS C 2366b memorandum from the Navy.

    ·        "STATUTORY for MDAPs before Milestone B approval. The MDA does not have authority to delegate this requirement.  The certification and determination will be submitted to the congressional defense committees with the first Selected Acquisition Report (SAR) submitted after completion of the certification.  Specific criteria for the CERTIFICATION AND DETERMINATION are in the source statute; implementation details are in the current version of USD(AT&L) Memorandum, "Change to Major Defense Acquisition Program Milestone B Requirements" (Reference (ci)).  A memorandum documenting the certification and determination elements is a Regulatory requirement at Milestone C if "C" is program initiation."     ·        The second one is Acquisition Information Repository (AIR).  Here is the link.  https://www.dodtechipedia.mil/dodc/plugins/AIR/airSearch.action  The primary purpose of AIR is to store final approved acquisition documents in a centralized searchable repository. AIR makes acquisition information accessible to acquisition personnel.  You should be able to filter at "Document Type" and find another example of a MS C program initiation.
