    I'm searching for a plan template (or sample plan) to guide the transfer of program management responsibility of two IT acquisition programs, with on-going procurement contracts, from OSD to an AFLCMC acquisition program office. OSD currently manages the programs and the associated contracts. I want to write a transfer/transition plan to guide our Program transfer efforts. This is NOT a technology transition like from a Lab to a PMO. I hope you can help. Take care and be safe.     As you alluded to in your question, there is lots of information, guidance, and templates available for technology transition.  Unfortunately, after research and contacting some IT subject matter experts, I was not able to locate a template for transitioning/tranferring an IT program.  With that being said, some elements from technology transition may be similar.  One of the best transition guides is from DARPA.  The Foundation for Enterprise Development prepared DARPA’s Transition Planning Guide to assist companies participating in the Small Business Innovation Research or Small Business Technology Transfer programs.  DARPA’s Transition Planning Guide is located at https://www.darpa.mil/attachments/DARPATransitionGuideFinal2-26-16.pdf.
