Middle Tier Acquisition (MTA) is an authority that has two pathways: one for rapid fielding and the other for rapid prototyping. MTA does not dictate how to publicize or solicit, that falls in the lane of OTs, which allows unlimited methods. Whether publicizing or soliciting, SAM is one of the platforms to use, but we are not restricted to only using SAM when awarding OTs. The DoD OT Guide provides great examples of previous ways DoD procurement offices chose to solicit, but emphasizes that while there is freedom to create your own process for OTs, ensure there is fairness and transparency. Stating how the agreement will be awarded through the basis of award and evaluation criteria will align with this concept.
