I am asking if we are supposed to check SPRS before making ship repair awards, since they are classified as supply (even though they are a service)?
Could use your guidance on this, we have awards weekly and want to make sure we are doing the right thing. Also adding that all these awards are overseas and being awarded from overseas.

The DFARS does not list any speicific exceptions to the use of SPRS. Because you are classifying ship repair as a supply with service aspects, buying activities should "consider data available in the statistical reporting module of the Supplier Performance Risk System (SPRS) regarding the supplier's past performance history for the Federal supply class (FSC) and product or service code (PSC) of the supplies being purchased." You should document, in your evaluation, all considerations when it comes to SPRS and past performance. Procedures for the use of SPRS in the evaluation of quotations or offers are provided in the SPRS User's Manual available under the references section of the SPRS website at https://www.sprs.csd.disa.mil/.
