Doesn't the DoD Financial Management Regulation, Volume 10, Chapter 12, Section 120327.B.1 contradict your answer? It states, "The total price of training authorized by the use of a single SF 182 may exceed $25,000". The DoD Government Charge Card Guidebook Section A.1.3 (page A-21) also states this. Wouldn't this mean the $25,000 limitation applies per SF 182, and not for the entire training event?

    Answer

This issue can cause confusion, and with good reason. However, as OPM states:  "The intent of the SF-182 is to approve and record completion of employee training—not for use as a procurement document." The value of the event is the relevant acquisition threshold. This presentation by the Navy provides a good explanation, beginning on p. 4.
