AR 725-50 Requisition, Receipt and Issue System (1995) section C-20 in section c states: "Requests for assignment of EICs will be sent to the Director, LOGSA, ATTN: AMXLS-RC, Redstone Arsenal, AL 35898-7466. 

Clearly this regulation from 1995 is a bit out of date. In 2019, LOGSA became LDAC, the Logistics Data Analysis Center.  I chatted with the Logistics Management Specialist Item Branch, USAMC Logistics Data Analysis Center (LDAC) who provided me the following response:  In order to obtain an EIC, you need to work with the item manager within your command.  A specific POC was provided in direct response to this AAP inquiry.
