Is there any practical ways to make this requirement anything besides a one year delivery order with yearly re-acqs?

Yet from your background, the items, or at least the nomenclature, changes each year. If using an IDIQ, you might need to amend or replace an exhibit listing the 500 items. You still must consider cyber and Buy American requirements each time you adjust the exhibit (list of items). You must consider the effect on related infrastructure contracts to ensure the terms and conditions of those contracts can still be met under any new contracting arrangement for this requirement.
