    Are commercial IT services subject to service contract labor standards?


    Answer

    FAR 22.1002-1 requires that service contracts over $2,500 follow the requirements of the Service Contract Labor Standards statute (formerly Service Contract Act). FAR 22.1003-3 and 22.1003-4(c)-(d) list some exemptions, none of which appear to apply to most types of IT support services. The Dept. of Labor's directory of labor lists the various information technology positons under group 14000 (page 51), for which the SCLS would apply.
