Since we only have the large businesses to choose from, is a DD 2579 required prior to award of each delivery order?

    Answer

Yes, if the order is for over $10,000. While it might seem unnecessary for individual delivery orders since a DD Form 2579 was required when the basic MAC was awarded, DFARS 219.201(c)(10)(A) requires that the small business specialist review "all acquisitions" over $10,000. Although you work for the Navy, we can look to AFARS 5119.201(d)(10)(b)(i) for additional evidence: "To facilitate the review of the DD Form 2579, the contracting officer shall prepare and submit the DD Form 2579 for all acquisitions above $10,000...This includes all delivery and task orders under multiple award (emphasis added), indefinite delivery indefinite quantity contracts and GSA Federal Supply Schedule orders."
