Are there any tools, that can be used in a standalone manner, to manage financial activity at a PMO level? Our thought was quickbooks but for govt, but figure there has to be a better way.

I would suggest you try to incorporate this task into the USAF Enterprise system to move the information from a stand alone method. The reason for this move would be to enhance the USAF's ability to track information. One of the material deficiencies within the DOD's audit is due to so many stand alone systems which do not connect and different information flowing throughout. If this is not a feasible alternative, then can you archive the older data into another sheet in the workbook and only track current data? Maybe you could create sheets for current funds, expired funds and then canceled funds which would decrease the size of the excel sheet. To my knowledge, other than Excel, any stand alone software would have to be approved by higher Headquarters.
I would speak with my MAJCOM BFM or other programs to see the method in which these types of tasks are tracked.
