Since the contractor itself incurs the obligation by purchasing the ticket, I don't see any apparent fiscal violations due to the Government not yet exercising the option year. Once the contractor presents the travel receipt to the Government for reimbursement (presumably after the option modification is signed), the Government will then incur the obligation.
