Can a plane ticket or other purchase of transportation activity be bought during one option year but not used til the next OY? Granted this is a low frequency thing, but if a contract year ends on 31 MAY, can a ticket for a contractor's travel with travel dates of 10-15 JUN in the following OY be legally purchased, before the contract mod ratifying the OY is signed? Since the contractor itself incurs the obligation by purchasing the ticket, I don't see any apparent fiscal violations due to the Government not yet exercising the option year. Once the contractor presents the travel receipt to the Government for reimbursement (presumably after the option modification is signed), the Government will then incur the obligation.
