    Our program is an ACAT III entering at MS-C, with the request from the end user to suspend actions on the smaller version how does the MDA/PEO document the change properly? The program has not been baselined yet but we do have a signed SAS.

    The request to suspend actions on the smaller version should be a formal change in requirements documented by a formal revision to the Capabilities Development Document (CDD). The CDD is the master guidance document that allows requirements flow from the JCIDS/JROC to the program office.
