    Can an item that was purchased and shipped to a location - but not yet officially DD250'd - be sent to an alternate location; for example, to be used as a test unit)?

For example, paragraph c in FAR clause 52.246-2 Inspection of Supplies-Fixed Price says that the Government has the right to inspect and test all supplies in any event. This paragraph goes on to say that the Government will not unduly delay the work.
