Given the fact that sexual harassment/assault prevention is a DoD priority which Congress issues new mandates yearly through the NDAA and allocates funding for SAPR/SHARP program management, which includes marketing , awareness and education, can we use OMA funding to purchase marketing, awareness, and education promotional materials to be used/directed towards those who the programs serve?
