    Is it appropriate to request/accept Sub-Contractor's Past Performance information on a Service Disables Veteran Owned Business (SDVOSB or any type of set aside) Set Aside when Limitations on Sub-Contracting applies? Would this give an unfair advantage to SDVOSBs who sub-contract as opposed to other SDVOSBs who do not sub-contract on the same requirement due to submitting the sub-contractor's past performance data? For example: If one SDVOSB that is not sub-contracting has all satisfactory past performance submitted in their proposal but another SDVOSB has all satisfactory past performance but submits very good past performance associated with their sub-contractor in their proposal. Would it be fair to rate the contractor who is sub-contracting a higher rating because they are partnering with another business?
